Just a comment:

With emacs USE flag enabled, the file
'/usr/share/emacs/site-lisp/subversion/vc-svn.el' now produces an error on emacs
startup.

I have tested:
svn 1.2.0 client to svn 1.1.4 server
svn 1.1.4 client to svn 1.2.0 server
svn 1.2.0 client to svn 1.2.0 server

with x86 and amd64
