The whole sys-block/partclone package was masked in commit d1f81cc463f614d713cb83351717e37dfd14c59c due to the tree cleaning of sys-fs/reiser4progs::gentoo

sys-fs/reiser4progs is a optional dependancy of sys-block/partclone and only requered with the reiser4 USE flag.

I suggest unmasking the pacakage and only masking the offending USE flag
