Hello,

I've created the following PR on github to allow enabling the v4l2codecs plugin for gst-plugins-bad.

Can someone please help land it? Thank you so much!

Reproducible: Always

Steps to Reproduce:
USE=v4l2codecs emerge media-libs/gst-plugins-bad

Actual Results:  
the v4l2codec plugin is not enabled

Expected Results:  
The v4l2codec plugin should be enabled :)
