as I tackle aroud https://bugs.gentoo.org/935870
I think I just make my effort trying to make main package able to compile with it.

new ebuild able to compile go plugin

this is my effort, I am not familiar with ebuild, 
and the compile phase require network access for go to download related package 
which kind of insecure and I don't know how to avoid this
