Official docs[1] says that libSass is deprecated and upstream of libsass also seems unmaintained. 
They recommend dart-sass instead. It would be great to have this in Gentoo as well.

there is still sporadic activity in the libsass repo[2]

according to [1], dart-sass will be used if it is present, but libsass can be selected manually. recommending it as an optfeature seems to make the most sense at the moment. i'll PR a package for dart-sass soon.
