I was trying to modernize this ebuild but i think it's better to get rid of it.
Downloading the sources as mentioned in the ebuild works, but the filesizes doesn't match anymore.
Checking the sources i saw that i actually had procheck-3.6.5 - which is from Nov 2013.
Making an version bump would be possible, but since no one notices this version change (this ebuild shouldn't work for quite a while already..) i guess there is not much interest in this ebuild..
Probably better to remove this.

Also, it's still on EAPI6
