Looks like you have neglected to update your /etc/hotplug/firmware.agent using
etc-update upon upgrading sys-apps/hotplug.
The /etc/hotplug/firmware.agent file from sys-apps/hotplug-20040923 specifies
FIRMWARE_DIR=/lib/firmware.
Please re-merge sys-apps/hotplug and run 'etc-update' for updating your
configuration files.

Right, I negelected to update the configuration file using etc-update. <The /etc/hotplug/firmware.agent file from sys-apps/hotplug-20040923 specifies <FIRMWARE_DIR=/lib/firmware. Correct, after running etc-update and replace the original configuration file with the updated one, /lib/firmware is the default firmware folder.
