when enable vulkan && panfrost, ebuild will say: Ignoring USE=vulkan     since VIDEO_CARDS does not contain d3d12, freedreno, intel, radeonsi, or v3d

actually mesa supports panfrost valkan driver since 21.3

thus requests to support panfrost vulkan driver.
