Bug 92492 – corrections to the guided bug-reporting form

about the guided bug-reporting form:

1) please change the description of the "Blocker" severity from:

"This bug prevents you from testing or developing the software."

to something like

"This bug completely prevents you from using the Gentoo distribution."

The other severities may be changed as well, e.g.:
"Critical: The software crashes, hangs, or causes you to lose data" ->
"Critical: This bug harms the core functionality of a Gentoo system."

"Major: A major feature is broken" ->
"Major: This bug affects an important aspect of Gentoo."

2) At the beginning of the form, remove this sentence:
"Please note that all bugs should be submitted here first before being moved upstream."

It does not reflect how we currently work, usually we encourage reporting the bug directly upstream, _if_ the reporter is reasonably sure that the bug is not Gentoo-specific.

3) Last request: it could be useful to add something like this near the "Submit Bug Report" button:
"(may take some time, please click only once)"

I never said I would take your exact recommendations. I took them into account
and modified them as I deemed most appropriate for the bug report form.

Ok, it's just that we will keep getting compilation failures reported as 
blockers...
