This is a really useful feature that allows one to instantly quote and reply to comments as if they were emails. See the URL for an example -- the "reply" link on the right-hand side of any comment. When clicked, it pastes the comment # and quotes the text in that comment for convenient annotated reply.

It looks like they're using v2.18. I also see this feature mentioned in the 2.18 release notes at http://www.bugzilla.org/releases/2.18/new-features.html#crl.

Stuck the distribs "comments.html.tmpl" file in there...and voila.
