With a savedconfig and the use of /usr for binaries, the related binaries are not installed at all.

Reproducible: Always
Steps to Reproduce:
1. build an homemade config using /usr
2. merge

Actual Results:  

missing binaries into /usr/bin and /usr/sbin

Expected Results:  

install the related binaries into /usr/bin and /usr/sbin
