brand new ebuild

Note:
* I get an ld failure with econf and emake, so I used explicit ./configure and
make.
* I couldn't get dodir and doins to install the include file, so I used
explicit mkdir and cp.

That is bad style, so I might look into it; it emerges properly though.

Last release in 2001 -> WONTFIX.
