Bug 923015 – net-vpn/vpnc: update HOMEPAGE and DESCRIPTION

On the official development mailing list Davide Pucci has been suggested to take over the long term maintanance of the vpnc source code. The official vpnc fork of the project is availble at github https://github.com/streambinder/vpnc.
Added relevant information to https://wiki.gentoo.org/wiki/Vpnc#External_resources.

Reproducible: Always



Expected Results:  
I have not been able to test the new package yet. 
Please add a new ebuild to portage.

vpnc is already using that repo.

I would suggest to change to following:

Homepage:            https://github.com/streambinder/vpnc
Description:         IPsec (Cisco/Juniper) VPN concentrator client

Not sure about previous suggestion setting HOMEPAGE https://davidepucci.it/doc/vpnc/, this is docs primarily.
