Man pages (and info pages) installed outside of /usr/share/doc for slotting reasons or otherwise handled via MANPATH/INFOPATH need to be compressed via explicit `docompress`.

It looks like PHP needs to do this:
```
$ ls /usr/lib64/php8.3/man/man1/ -1
phar.1
phar.phar.1
[...]
```
