currently kdemultimedia-meta depends on artsplugin-xine if +arts is set in USE flags. hovewer it's should additionaly checks for xine flag. curently it's possible to install kdemultimedia with arts support but without xine and it's impossible to do the same with kdemultimedia-meta

I'm going to commit this change. The imlib flag is an ugly hack and I 
understand that we want to leave it out, but this one makes sense.
