dracut useflag for sys-kernel/installkernel-gentoo-8 is required for initramfs due to below changes:

it makes sense for dracut to be enabled by default for sys-kernel/installkernel-gentoo-8 if initramfs is enabled by default

Reproducible: Always

Steps to Reproduce:
1. emerge installkernel-gentoo-8 with -dracut
2. emerge gentoo-kernel with initramfs
Actual Results:  
gentoo-kernel pulls installkernel-systemd

Expected Results:  
installkernel-gentoo-8 +dracut should be pulled for non systemd-boot users

    sys-kernel/installkernel-gentoo: enable dracut by default
    
    We get conflicts by default otherwise. This is also really what the common
    case is anyway.

The conflict mentioned on the forums at https://forums.gentoo.org/viewtopic-t-1166246.html feels like another example of bug 917145.
