Would it be possible to control the dependency on qtwebengine through BUILD_WEB?

I assume state hasn't changed since bug #884225, so probably can be considered a duplicate.

Crud, I hadn't seen the old bug. Though I think it'd be useful to have it as a flag with a big fat warning in pkg_pretend(), I understand the decision and won't press it further.
