This is a unstable EPREFIX install on Ubuntu 23.04. Based on IRC follow-ups, this appears to be a case of https://github.com/gentoo/gentoo/pull/33193#discussion_r1362217024 hitting Portage optimized merge order in a too optimistic way causing NEW ninja alternative to be merged after this build.
