Trying to match with media-video/mpv's keywords given this will become a hard dependency[1] sooner or later, and masking USE=libplacebo on these arches will not be an option anymore. Not to mention enabling it is useful (currently a default), and wouldn't hurt to unmask it either way. This will also allow ffmpeg (and upcoming vlc4) to enable it on more arches if wanted.

wrt vulkan-headers, it's used even with USE=-vulkan (masked on hppa) for the *stub* implementation -- should be harmless even without vulkan assuming there's no weird detection going on in the headers, otherwise may have to look for workarounds.

This been merged now, "likely" still be months before there's a mpv release that includes this though so there's still time.
