This bug tracks efforts to improve the from-source build of .NET SDK.

Conform to Gentoo QA:
- respect CFLAGS
- respect LDFLAGS

Improvements to security & user experience:
- disable telemetry
- disable update checks
- disable 1st time experience --- maybe ?
