at the end of build time, after compilation ended, there is a set of locale done by perl locale-gettext

to test it just remove  dev-perl/Locale-gettext and emerge debugedit.

It is a compile time dependency.

It already BDEPENDs on sys-apps/help2man. Please share the full build.log and emerge --info.
