meson.build:313:16: ERROR: Dependency "libsoup-3.0" not found, tried pkgconfig and cmake

builds fine after emerging net-libs/libsoup-3.4.2

The --info is after successfully building it with libsoup, as I didn't make a copy of the environment before emerging the dependency.

it seems like it should be resolved? i checked the ebuild, it seems like gnome-base/gvfs[http] explicitly does depend on libsoup:3.0?

my global USE flags have been acting weird lately, so it could be something weird on my end: not exactly sure what happened.
