E.g. https://git.savannah.gnu.org/cgit/libtool.git/tree/libltdl/libltdl/lt__alloc.h gets installed as-is and is LGPL-2+

E.g. https://git.savannah.gnu.org/cgit/libtool.git/tree/libtoolize.in iks GPl-2+

So LICENSE should be "GPL-2+ LGPL-2+"
