As per https://git.savannah.nongnu.org/cgit/autoconf-archive.git/tree/README.md LICENSE is GPL-3+

As far as I can see, all files in https://git.savannah.nongnu.org/cgit/autoconf-archive.git/tree/m4 are FSFAP

BUT since only the files in m4 get installed, I do not know if LICENSE should be "GPL-3+ FSFAP" or just "FSFAP"
