I cannot find a trace of GPL-2 in the package, except for https://github.com/openssh/openssh-portable/blob/17fa6cd10a26e193bb6f65d21264d2fe553bcd87/config.sub
and https://github.com/openssh/openssh-portable/blob/17fa6cd10a26e193bb6f65d21264d2fe553bcd87/config.guess which are GPL-3 and only used during build.

https://github.com/openssh/openssh-portable/blob/17fa6cd10a26e193bb6f65d21264d2fe553bcd87/LICENCE lists a plethora of additional licenses used in the codebase except just BSD.
