At least https://github.com/the-tcpdump-group/libpcap/blob/master/bpf_dump.c is like BSD-with-attribution
At least https://github.com/the-tcpdump-group/libpcap/blob/master/bpf_filter.c is BSD-4

As per https://github.com/the-tcpdump-group/libpcap/blob/master/CMakeLists.txt none of the files for the library-target seem to be licensed as BSD.

    net-libs/libpcap: update LICENSE
    
    As pointed out in the bug, while the project itself is BSD, the
    source files used for the libpcap library seem to be different.
