PHP 7.4 has been EOL for a while and I've just gotten around to masking it. Grknight pointed out that the redland-bindings still use it with USE=php. I see that there's no newer release, but maybe they work with newer PHP without any changes?

I'll package.use.mask the flag for now but if there's no solution for modern PHP versions then eventually USE=php should just be removed.
