The title is requesting updates for rocBLAS, while as I understand blender does not rely on rocBLAS. I think you mean dev-util/hip?

There were efforts about enabling rocm in blender: https://bugs.gentoo.org/693200 and https://github.com/gentoo/gentoo/pull/27552 There are some minor issues at that time, and since I'm not using blender much, that effort was halted. But maybe these information are helpful.
