a bug in the unit files, create an issue where systemd-networkd does not bring up the interfaces.

Reproducible: Sometimes

Steps to Reproduce:
1. reboot

3.
Actual Results:  
network does not come up


changes in the unit files from https://github.com/systemd/systemd/commit/75efd16fb001ba19d12362198ba5c44cb6f40d04 fix the issue

Sorry, I had actually reported this upstream myself in https://github.com/systemd/systemd/issues/27718, but forgot to backport the fix.

This was fixed upstream in 253.5.
