current sys-devel/llvm-16.0.6 can not be used to compile www-client/chromium-115.0.5790.24 because it lacks a little patch

Reproducible: Always

Actual Results:  
building chromium-115 fails with message about disable-auto-upgrade-debug-info

Expected Results:  
chromium-115 builds successfully

i don't think we should backport new functionality. We already handled this in bug 908467.
