Here is an ebuild patch which makes xfig install in /usr and not /usr/X11R6. See bug 90789 for the general explanation.

It also cleanups the ebuild a bit.

I haven't tested it, but I read the patches and they look good.

Well, the patch is wrong, the ebuild needs to use $(get_libdir) to work correctly on amd64 (see the duplicate bug).

Libdir references fixed up for amd64.
