Using stable (amd64) netifrc with iputils-20221126-r1[arping] and attempting to set up a link-local connection on an interface fails with:

* Bringing up interface enp0s20u6
 *   Caching network module dependencies
 *   arping ...
 *     nothing provides `arping'                                          [ !! ]


When I dug into the apipa.sh and ariping.sh scripts, they do not list the binary that iputils installs (/usr/bin/arping) as a provider program.  Altering it here worked for me. HTH.
