I have PORTAGE_TMPDIR set to /usr2/tmp in my make.conf.  If I emerge tcl, the build paths are leftover in /usr/lib/tclConfig.sh.  If I unset it, the paths are fixed.

What version of tcl do you emerge?

That's tcl-8.4.6,

my tclCOnfig.sh is attached.

It was fixed in >=8.4.6-r1.
