These revisions contain a small fix for handling of INFOPATH vs Info-directory-list in the site-init file (bug 903147). Otherwise no changes from the previous (stable) revision.

Test plan:
- Start Emacs
- Enter Info with "C-h i"
- Verify that the "Texinfo" and "Emacs" sections are listed first in the menu
- Check that "m Emacs RET" goes to the manual corresponding to the correct version of Emacs

Let's exceptionally make this an ALLARCHES stabilisation, because the change affects only the elisp code in the site-init file.
