udev requires hotplug support. x86 handbook doesn't mention this. amd64 one does.

actually, neither manual for 2005.0 mentions the need for hotplug, but the depricated 2004.3 amd63 manual does.

please update all 2005.0 manuals with the information that udev requires hotplug support.
