Freetype 13.0 contains a new demo program 'ftinspect'.

It should be installed if USE Flag 'utils' is enabled, but the ebuild doesn't install it.

Since ftinspect uses Qt, it could make sense to add a new USE flag, which adds a dependency to Qt and installs that program.
