While emerging dev-games/simgear-0.3.8 I got this error

It should be in /var/tmp/portage/simgear-0.3.8/work/simgear-0.3.8

it might sound odd, but i had the very same error and emerging libsdl again 
solved it... 
look in your config.log file (even below the openal section) maybe there are 
more broken libraries which should be recompiled...

The re-emerge of libsdl also fixed the problem for me.. it should be re-emerged
when DirectFB is updated.

Portage should be able to detect this imo.

Ok, I'm going to assume this is user error.  Either due to not running
revdep-rebuild or not remerging a package when instructed by after-merge
instructions.  Marking INVALID.
