Bug 892087 – media-libs/suil-0.10.18 not marked as requiring media-libs/lv2 >= 1.18.3

When updating my system with media-libs/lv2-1.18.2 installed, media-libs/suil-0.10.10 failed because it requires lv2 >= 1.18.3: gitlab dot com slash lv2/suil/-/blob/6c5f44eaff96225cb6b13d9087dd3e3bb8067470/meson.build#L60

emerge didn't know this and tried to merge suil first, causing build failure. It is not specified in the ebuild: gitweb dot gentoo dot org slash repo/gentoo.git/tree/media-libs/suil/suil-0.10.18.ebuild#n28

I'm not going to downgrade my system again to get the emerge log, sorry. The log message was quite straightforward about missing the dependency lv2 >= 1.18.3.

Reproducible: Always

Steps to Reproduce:
1. Have media-libs/lv2-0.18.2 and media-libs/soil-0.10.10 installed
2. Update @world
Actual Results:  
media-libs/suil build fails because media-libs/lv2 is too old

Expected Results:  
emerge should know that it needs to update media-libs/lv2 before media-libs/suil

Occurred 100% consistently for me, but on some machines emerge might choose the opposite update order, which works.

Workaround: read the error log and emerge media-libs/lv2
