3.13 is actually an rc version. For some packages we'd prefer to use the stable one. Saying that it's up to the maintainer to decide if bump to it or not :)

Sidenote: supercollider does not have a maintainer: feel free to take it! Look at https://wiki.gentoo.org/wiki/Project:Proxy_Maintainers and ask on Libera.chat #gentoo-proxy-maint

bug 830825 exists with some work towards a 3.12.1 ebuild.

Ah, I spaced on the "rc" part, and I agree it makes sense to go with the stable version. I've asked on #gentoo-proxy-maint to be the maintainer.
