emerge fails with 

I/O error : Attempt to load network entity http://docbook.sourceforge.net/release/xsl/current/manpages/docbook.xsl

when installing on the following ebuilds

systemd-utils
pax-utils

Both emerges result in the same error:

It seems xsltproc is unable to find the resources locally (app-text/docbook-xml-dtd is installed) and tries to load it over the net which of course does not work because insige an emerge process this is not possible for security reasons (network-sandbox avids this).

See e.g. bug 816303. You probably need to run update-docbook-catalog.

update-docbook-catalog cannot be found as a command. However I ran build-docbook-catalog but it did solve the issue.

I am sorry for the too early update - It it not resolve the issue.

The error remained.

Still package sys-apps/systemd-utils-251.4-r2 does NOT EMERGE and give the I/O error stated in the big report.

Please try (re)installing app-text/docbook-xsl-stylesheets.

Thank you! I tried reinstalling docbook-xsl-stylesheets, but it did not solve the problem.

Currently installed: app-text/docbook-xsl-stylesheets-1.79.1-r3::gentoo

I am fairly certain this is not a bug in the systemd ebuild.

I would suggest you seek help troubleshooting in a better support forum, like #gentoo on Libra.chat (IRC).
