Current Behavior:

systemctl start tuned.service leads to 
"Failed to start tuned.service: Unit polkit.service not found."

Desired Behavior:
systemctl start tuned.service leads to started tuned service.

IMHO sys-apps/tuned should either depend on sys-apps/systemd[policykit] or sys-auth/polkit.
