TLP installs a systemd unit and system-sleep hook to /lib64/systemd/system which is an invalid search path for unit files and so systemd will never be able to locate it. The unit and system-sleep hook should instead be installed to /lib/systemd/system.

I am unable to reproduce this locally. You can see on my system, the sleep hook are installed to the correct place.

❯ equery files tlp | grep systemd
/lib/systemd
/lib/systemd/system
/lib/systemd/system-sleep
/lib/systemd/system-sleep/tlp
/lib/systemd/system/tlp.service


Please reinstall the version from ::gentoo and provide additional output from your local install if you continue to see the wrong behavior.
