Not quite, gnome-cups-add doesn't require cupsd to be running, only gnome-cups-manager does. If you're going to be administering the CUPS system then you probably need the daemon running. I'm not quite sure what the bug is here, gnome-cups-add doesn't crash for me, it works fine, so I can only guess it's about adding cupsd to the default runlevel, which is an item for local system administration.
