MulanPSL-2.0 (Mulan Permissive Software License,Version 2) and Mulan PubL v2 (Mulan Public License,Version 2) are two new licenses under the "Mulan" license family. Usage of the term "Mulan License" alone is ambiguous between the two, so is discouraged.

I don't have knowledge of their legal details. By skimming OSI's mailing list, MulanPSL-2.0 is largely similar to Apache license. Whereas, Mulan PubL v2 is less perssimive and contagious like GPL. The Open Source Initiative has approved MulanPSL-2.0 as an international open source license, but not yet for Mulan PubL v2.

At the moment, there are no packages in the official portage tree using these two licenses. However, more open source packages are starting to use them. Adding them to gentoo profile will be a great benefit for overlay users and casual ebuild developers, and also for forseeable packages using them in the future.

We add licenses when a package in the Gentoo repository uses them, but not preemptively. Overlays can add them to their own licenses directory if needed.
