Irqbalance should be called when root filesystem is mounted for r/w.
Now it is called whne root fs is mounted as ro, and the pid cannot be created, therefore irqbalance crash during startup.

Reproducible: Always
Steps to Reproduce:
1.install irqbalance
2.restart system
3.



Expected Results:  
The call of irqbalance should be moved into step after remounting of / as r/w,
(or after mounting of /var fs)

Hmm, from what file is irqbalance being started on boot?!
I fail to find the corresponding baselayout file... grepped through /etc and /lib/rcscripts...
Anyway, as there's also a kernel feature that does the same,
I don't think I need this daemon ;)

if you dont need the userspace app, dont emerge it :P
