The prelink guide says portage will create /etc/prelink.conf but it doesn't get created when prelink is emerged. Emerging prelink-20040713 to get the file and then upgrading works.

It does not create prelink.conf - running env-update does.  Please check if it actually exists, and what happens
if you run env-update, or if there are any errors during env-update.

Aah okay, env-update creates it for me too. Perhaps the prelink guide ought to be ammended to reflect this change?
