Ebuilds for app-cdr/graveman install dvd+rw-tools if the USE flag "dvd" is defined. But, according to use.desc:
dvd - Adds support for DVDs
dvdr - Adds support for DVD writer hardware (e.g. in xcdroast)
Which usually means that USE="dvd" gets you DVD read capability for mplayer, xine-lib etc. and USE="dvdr" gets you DVD write capability in the likes of xcdroast.

I, for example, have a 'read-only' DVD-drive, and I need the USE="dvd" for mplayer and xine, but installing dvd+rw-tools would be utterly useless.

So as a cosmetic enhancement, I think the USE flag in graveman should be changed to dvdr instead. Thank you :)

You are fully correct.  That's the purpose of the dvdr USE-flag.  I changed it in both graveman-versions.
