IMHO the best place for opd service scipt is inside /etc/init.d/bluetooth

I don't think it is a good idea to include opd in an initscript provided by another package (It would need some PDEPEND magic, and I don't like that). Instead, I wrote a simple initscript, along with a conf.d file, where you can set opd arguments.

P.S. I'm not sure if "need bluetooth" line is really needed, as opd can also work in IrDA mode.
