xfce-extra/xfce4-clipman-plugin does not show full history, it opens settings window instead on non en_US systems.

Reproducible: Always

Steps to Reproduce:
1. Click Open full history
2. Observe

Actual Results:  
xfce4-clipman-settings shows up

Expected Results:  
xfce4-clipman-history shows up

It is fixed upstream in https://gitlab.xfce.org/panel-plugins/xfce4-clipman-plugin/-/issues/29, but there was no version bump since then. Please apply the patch https://gitlab.xfce.org/panel-plugins/xfce4-clipman-plugin/-/commit/e4c86a82a541f395dc7e4afc26d832803f4167a2.patch

Tested locally: works fine.
