The library media-libs/a52dec-0.7.4-r3 uses libtoolize, but does not define a dependency to sys-devel/libtool.

Steps to Reproduce:
1.Install gentoo stage 2. (Do not emerge system)
2.emerge a52dec
3.

Actual Results:  
emerge failed  

Expected Results:  
emerge  sys-devel/libtool before a52dec

What on earth?  You install system because a) the docs tell you to and b) it's system.  You don't just skip system and expect things to compile.
